The Elemental Act is a legally binding star which was passed by the God of Matter. Following the Great Flood by the God of Water, God of Trioxidane, and God of Hydrogen Peroxide, Matter would call for a meeting between the elemental and compound Gods. To prevent future incidents like the flood Matter would force the passing of the act, severely limiting material Gods abilities to manipulate the world.
